We're starting to plan a WordCamp - Tokyo for 2011, with some wonderful help from the folks at Automattic http://automattic.com/. On the 1st Saturday each month, we'll have a friendly, project and discussion and learning oriented WordPress meetup. I started this meetup with Tokyo-based WordPress fans in mind, whether we use or design or develop for the platform. I figured there have to be other folks in the English-speaking community here in Tokyo who'd like to gather and talk about all things WordPress.
Once we have more members attending, one idea is to split into an hour for developers and an hour for newbies, so that both types of people get to understand a little more about each others language and thinking.
